Several dozen commercial vessels sailing under the Beninese flag have been identified as belonging to Russia's "shadow fleet." This maritime strategy enables the Kremlin to circumvent international sanctions, particularly those imposed by the European Union, which recently added 46 additional vessels to its sanctions list. An investigation has been launched in Cotonou to determine the extent of any local involvement.
